As you can see from these two photos, this pine tree is having trouble with it's branches. Is it because the branches aren't getting enough sun or are their other reasons?

There's something else going on - root damage, water stress, insects, something. And it looks like it's been going on for a while.
New construction nearby? Change in the watering system? Any history?

No change in watering. Did prune it back about eight years ago. However, new trees around it were planted, including a now mature palo verde to its south, which seems to be stopping a lot of sun to get to the under branches. What should I do? More water? Prune off dead branches? Good new growth at top of the tree where it's getting run.
Yes, go ahead and take off any dead branches. I'd increase the water during these hot months . A good deep soak twice a month.
